Environmental Scientist II
Summary: 
The Kansas Water Office is seeking a Environmental Scientist II to work full-time. How candidates will be evaluated: Performance based interview questions will be used. Candidates may be interviewed by a panel and / or have multiple interviews during any scheduled interview. Follow up interviews may be requested.
Responsibilities Include: 
The successful candidate will assist the agency with diverse natural resources issues within the scope of the agency s mission, including, but not limited to, review, analysis, and research that identifies issues, supports policy. This position assists in developing and implementing strategic plans to address priority issues in the Kansas Water Plan. This position will, among other duties, assist in water resource planning, meet with governmental agencies, basin advisory committees, stakeholders and the public to get input on key issues, work on identification of water resources needs, and other related matters. Analytical skills, particularly on aquifer conditions, may be emphasized over planning in this position.
Qualifications Include: 

Required Skills:
Bachelor's degree in geology, engineering, agriculture, environmental or related natural resource area, as determined by the agency, from an accredited four- year college or university. A minimum of one year of experience in an environmental or related field. Ability to work with a variety of stakeholders and as a member of a team is critical. Planning, problem solving and analysis skills are required. Strong communication skills, both oral and written, are necessary. Ability to use Microsoft Office or related programs with efficiency, including Word, Excel, and PowerPoint. Functional knowledge of databases and GIS required. The position requires some overnight travel. A valid driver's license is required when operating a State vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Preferred Skills:
An advanced degree from an accredited four-year college or university with major coursework in hydrology, geology, or natural resource area, or two or more years experience in the environmental studies or related field, as determined by the agency. Coursework and/or experience in Kansas water resources, ground water modeling, statistics, and analytical skills are beneficial. Advanced ability to use, develop, and create GIS files.

Work requires continuous walking and standing and considerable arm and hand movements to operate equipment and to do preparation work. Occasionally, handling of moderately heavy objects weighting up to 40 pounds such as large containers of supplies.

This position is within the National Capital Region (NCR) under supervision of the chief of Natural Resources and Science. NOTE: THIS IS A INTERDISCIPLINARY POSITON: GEOGRAPHER, GS-0150-13/14 OR BIOLOGIST, GS-0401-13/14. This position has promotion potential to the target grade level of GS-14. You may be promoted to the next higher grade without further competition when all statutory and regulatory requirements have been met, performance is satisfactory and promotion is recommended by the supervisor. Promotion to the next higher grade is not guaranteed. Work Environment: The majority of work is performed in an office or conference setting. Responsibilities Include: 
  • The incumbent actively participates in and represents NCR in the DOI Appalachian and North Atlantic LCC's.
  • He/She supports all partners within the LCC's in developing effective, landscape-level management response to climate change challenges, particularly related to urban landscape ecology, and incorporating conservation interests and goals of the NCR, associated parks and I&M networks.
  • He/She communicates with NPS and other personnel in the DOI CSC/s about park and partner research needs associated with adaptation strategies, or other scientific support for management issues regarding climate change response in urban landscapes.
  • The incumbent is the contact and coordinator for activities associated with NCR climate change response program for NCR climate change activities.
  • Incumbent serves as part of a team with other NPS Landscape Adaptation Coordinators, the National Climate Change Program Manager, National Adaptation Coordinator, Cultural Adaptation Coordinator, and Climate Change Scientist to maintain consistent approaches to climate change research and adaptation across the Service.
  • The incumbent attends management and professional conferences and meetings, parks, public gatherings and other events for the purpose of exchanging information concerning both natural and cultural resource climate change topics; gives presentations and papers in oral and written form; and adaptive management as a strategy for resource stewardship to NPS managers, colleagues, other professionals, and the public.
  • The incumbent contributes to urban landscape and ecoregional climate change science and adaptation in concert with appropriate NPS natural, cultural, interpretive, and facilities management programs, and with federal, state, private, and tribal partners by focusing on the science of climate change, evaluating projections of alternative future climate changes and events. Works as a lead for the NPS Climate Change Response Program regarding application of climate science to develop adaptation strategies for urban landscapes.
Qualifications Include: 
  • BASIC REQUIREMENT FOR BIOLOGY: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience.
  • BASIC REQUIREMENT FOR GEOGRAPHY: Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR Combination of education and experience -- courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields.
  • Specialized Experience requirements for Biologist, GS-0401-13, or Geographer, GS-0150-13 position.
